Ship Building
Ships require wood, cloth, metal, population, build time, and the right building unlocks.

Ship construction turns resources and population into fleet strength, spying, trade capacity, or conquest tools.
Docks are the main ship-building building and unlock stronger naval options as your port grows. Population availability matters because ships and other port activity compete for the same limited workforce.
